"All Nepal Peasant’s Federation is an organized voice and leadership organization for the rights and interests of all working Nepali peasants. The federation has been raising its voice and struggling for these actions since its inception. It is a common umbrella organization of 22 thematic productions, community, and class peasants associations representing Nepalese peasants.

Along with the communist movement, the peasants’ movement started in the country in an organized form in the year 2007 BS by further organizing the scattered movement, V. No. This campaign was launched under the leadership of Comrade Tulsilal Amatya from the Bhewa of the Communist Party held in Tudikhel, Kathmandu, on 17 Baisakh, 2008 BS. At that time, the notable comrades organized were Niranjan Govindhra Vaidya, Nar Bahadur Karmacharya, Kamal Raj Regmi, Khadga Bahadur Singh, and Devendralal Kailaba.

The All Nepal Kisan Sangh was established with the aim of ending the feudal autocratic system and liberating the peasants from the exploitation and oppression of the feudal lords, and mobilizing the peasants for the establishment of a democratic system.

The communist movement has been ideologically and politically guiding the peasant movement since its inception. The slogan mentioned in the first manifesto of the Communist Party of Nepal, “Mountains, rivers, streams, land and land, why do we become slaves? Why are we slaves to everyone?” inspired and directed the peasants’ movement at that time. Even in the current context, Marxism, Leninism, and People’s multi-party democracy are guiding the peasant movement.

At the time of establishment, the main issue of the peasant movement was to end feudal land ownership and make the peasants the land owners through revolutionary land reform. To achieve the objective, ‘End Bethbegari and Salami System,’ ‘Maintain Mohiani Right,’ ‘Abolish Birta and Zamindari System,’ ‘Abolish Unfair Interest Rate,’ ‘Re Nahi Ji Kaho, Much, Ukhado,’ ‘Jali Tamsuk.’ The protest was held with slogans such as “Chane Phadne ra Bhakari Fod”, ‘Whose plow is his vessel,’ ‘Ki Jot Halo Ki Khod Thalo’ and our forefathers started the peasants’ movement. At that time, the peasants suffered a lot due to the division of the feudal lords. To end that excess and give justice to the peasants.

The impact of the movement that started this way continued growing, and the peasants were organized into the All Nepal Kisan Federation. By the year 2011, about 3 lakh peasants were organized and joined the union already subscribed. Thus, in addition to establishing the rights of peasants, the Peasants’ Federation has been making significant contributions to the country’s political changes.

Even when the Communist Party was banned, the expansion of organizational work in the reform of peasants and cooperatives was done through Kisan Andawan. After the formation of the then CPN (Malay) in the year 2037, under the chairmanship of Comrade Amrit Kumar Bohora, All Nepal Kisan Sangh was reorganized. And committees of peasants’ associations were formed nationwide.

After 2047, various movements of Halia, Harwa, Charwa, Kamaiya, Kamalris, and Badi women’s movements and peasants’ union organizations emerged. When the All Nepal Kisan Sangh was transformed into the Peasants Federation, there were changes and reforms in the Kayan region of the country. In particular, the socio-economic system based on land slavery has completely ended. And labor relations based on unpaid labor have been transformed into wage labor. Traditional subsistence agricultural production has been transformed from commercial and feudal production systems into capitalist production systems. Due to this, some old classes in Nepali society have ended, and some new classes have appeared.

Currently, the subsistence farming system is being transformed into commercial and industrial agricultural production. By building thematic, community and class organizations based on the specialization of agricultural production, the Kisan Sangh was transformed into the Kisan Federation from the fifth conference held in Pokhara in 2064."

"All Nepal Peasants’ Federation (ANPFa), one of La Via Campesina’s roots in South Asia, is the largest peasant organisation in Nepal, fighting for agrarian reform and peasants rights since 1951. ANPFa is an alliance of 23 national level peasants’ and producers’ organisations with a membership of nearly two million. It had been very active in mobilising for democratic freedom, peasant rights, land reform, food sovereignty, the right to food, and climate justice in the country and the region."

"“Food sovereignty is central to everything that ANPFA does. This prize encourages us to implement constitutional rights of food sovereignty. Nepal is among the few countries in the world where food sovereignty is enshrined in its Constitution. There is already a law in place in Nepal for the implementation of food sovereignty, which means to localise food and agriculture systems, move towards agroecological practices and build rural economies”.

said Pramesh Pokharel, International Coordination Committee member of La Via Campesina and department of foreign affairs at ANPFA
Food sovereignty entered as fundamental right of the people for the first time in the constitutional history of Nepal and was inducted in part three of the Interim Constitution, 2007 Article 18(3) which is a remarkable achievement for the peasants’ movements worldwide and for the Nepalese people who struggled against feudalism and despotic monarchy.

“Nepal is now one of several countries in the world to have adopted food sovereignty into law, and ANPFa has been leading national efforts on implementation. ANFPa has also been active in COVID relief efforts, including distribution of relief materials, coordinating with local governments on managing food supplies, and policy advocacy work."
