Loan term is typically 9 months and the interest rate is a blend of rates from the participants based on percentage participation, recently about 4.5%.
Rental Housing:
Housing Tax Credit 9% ( HTC ): A competitively scored application program based on IRS Code Section 42 the Tax Credit program that provides a cash infusion into the cost of development/construction of single-family and multifamily housing thereby providing market rate housing at below market rate rents for working Mississippians of low to moderate income. The developments must remain rental for at least 15 years and MHC must monitor compliance with the Code during the rental term. During 2006 MHC will allocate approximately $43.5 million in tax credits that equates to about $400 million in development/construction costs, ($43.5 x 10 years x .92 sales price = $400.2), with like amounts for 2007 and 2008. In 2009 MHC's annual allocation will revert to approximately $5.5 million. Tax Credits are allocated in accordance with the requirements of the Qualified Allocation Plan (QAP) approved annually by the Governor.

Home Owners:
Revolving Loan Fund ( RLF ): MHC administers this program for the State that provides acquisition, development, construction and rehabilitation loans for single-family and multi-family housing. Currently approximately is $3,577,074.00 available to new developments. Loan term ranges up to 3 years for acquisition and development) and up to 7 years for multi-family rental with amortizations to 15/20 years. Interest rate is 3%.
Construction Loan Fund ( HB530 ): Provides financing for the construction of single-family owner-occupied housing. This loan fund is funded by: (a) the State of Mississippi, through Mississippi Development Authority ($5,000,000.00), (b) FannieMae ($5,000,0900.00) and (c) MHC ($2,000,000.00). Approximate commitments currently outstanding FNMA $1,500,000, MDA $3,000,000 and MHC $1,900,000. Loan term is typically 9 months and the interest rate is a blend of rates from the participants based on percentage participation, recently about 4.5%.
Rental Housing:
Housing Tax Credit 9% ( HTC ): A competitively scored application program based on IRS Code Section 42 the Tax Credit program that provides a cash infusion into the cost of development/construction of single-family and multifamily housing thereby providing market rate housing at below market rate rents for working Mississippians of low to moderate income. The developments must remain rental for at least 15 years and MHC must monitor compliance with the Code during the rental term. During 2006 MHC will allocate approximately $43.5 million in tax credits that equates to about $400 million in development/construction costs, ($43.5 x 10 years x .92 sales price = $400.2), with like amounts for 2007 and 2008. In 2009 MHC's annual allocation will revert to approximately $5.5 million. Tax Credits are allocated in accordance with the requirements of the Qualified Allocation Plan (QAP) approved annually by the Governor.
Housing Tax Credit 4% ( HTC-Bond ): MHC acts as a conduit issuer for HTC-Bond developments that receive allocations from MDA. Applications are non-competitive and developments must comply with the QAP.
Owner-Occupied Housing:
Mortgage Revenue Bond ( MRB ): The MRB utilizes FHA, VA, Rural Development & Conventionally Insured loan programs to offer low to moderate income housing opportunities at an interest rate typically 37.5 +/- basis points below the current market rate. Additionally, down payment and closing cost assistance up to 3% of the loan amount is typically available. "GO Zone" legislation provides for sales price of homes up to $242,000.00, family incomes up to $70,840.00 and the first-time homebuyer requirement was waived. "GO Zone" legislation also authorized single-family home repair loans up to $150,000; however, to date MHC has not identified a loan servicer for these loans under a bond issuance.
Mortgage Credit Certificate ( MCC ): Buyer can claim credit against federal taxes for a portion of interest on mortgage.
Down Payment Assistance Loan ( MCC ): Second mortgage loan to help buyers with down payment and closing costs.
Housing Counseling and Home Buyer Education ( HBE ): Pre-purchase homebuyer education and credit repair counseling in preparation for homeownership.

HUD/FHA Mortgage Foreclosure Relief Waiver: A moratorium on foreclosures on property directly affected by the disasters is in effect for a ninety (90) day period from the date the President declared a disaster to have existed. The moratorium applies to the initiation of foreclosures AND foreclosures already in process.
