UPDATE 3:10 pm: Craven shelters to open, residents in low-lying areas asked to evacuate

Craven County emergency management officials are asking for a voluntary evacuation of residents that live along the Neuse or Trent rivers, in low-lying areas such as in Harlowe, or in homes that are not safe to withstand winds and flooding expected from Hurricane Earl.

The National Weather Service at Newport is projecting that water levels could rise by up to 5 feet in the area beginning early tonight and remaining until Friday, when conditions are expected to improve as the category 3 hurricane moves away from the N.C. coast.

“We recognize that we have residents that are in areas that are subject to the storm surge, and we have residents that are living in housing, in mobile homes, that are not be able to withstand wind,” said Stanley Kite, the county’s director of emergency services. “There’s a special interest in the Harlowe community where residents can become isolated because of the roadways.”

Craven County officials are expected to declare a state of emergency at noon today. Residents are asked to make their final hurricane preparations before 4 p.m. Hurricane evacuation shelters will open at 4 p.m. today in the county.

The shelters will open at Havelock High School at 101 Webb Blvd., at Ben D. Quinn Elementary at 4275 Dr. Martin Luther King Jr. Blvd. in New Bern, and at Vanceboro Farm Life Elementary at 2000 Farm Life Ave. in Vanceboro.

A pet-friendly shelter will also be open at Brinson Elementary School at 2508 Old Cherry Point Road in New Bern. Pets must meet shelter requirements. Call 252-626-3899 for more information.

Kite said county residents that are not living in low-lying areas or near waterways or are not concerned for the safety of their homes may be better served to shelter in place. Residents that shelter in-place should make certain they have disaster preparedness kits containing supplies of nonperishable foods, water, medicine, cash, flashlight batteries, and portable radios.

“We’re going to ask people to be prepared,” he said. “You know it is a hurricane. All it has to do is slightly wobble to the west and it puts us into the high-impact zone.”

Robert Frederick, meteorologist for the National Weather Service at Newport, said the storm’s center is expected to be about 60 miles east of Cape Hatteras by about 2 a.m. Friday.

“We’re getting pretty sure now it’s definitely going to stay offshore, and definitely going to stay to the east of Havelock,” Frederick said. ‘We’re starting to think the threat is a little less now for New Bern than it was 6 to 12 hours ago just because we’re getting more confident that the track is going to stay to your east.”

The New Bern area should start to see tropical storm-force wind gusts of around 35 to 40 mph tonight at 8 p.m., Frederick said. The strongest winds blowing at 25 to 35 mph with gusts of 40 to 50 mph are expected to occur at around midnight to 2 a.m. Areas close to the river where there are no trees to block the wind will see greater wind speeds. By daybreak he said winds should be blowing northwest around 15 mph.

The area should not see significant rain accumulation, with a total around New Bern of less than half of an inch.

Frederick said water levels on the Neuse River could rise 1 to 3 inches toward New Bern, and 3 to 5 inches on the lower Neuse east of Havelock and further toward the coast.

“By morning it will be gone,” he said.
