East Missouri Action Agency, Inc. (EMAA), is a community action agency established in 1965 under the authority of the Economic Opportunity Act of 1964. EMAA primarily serves the Southeast Missouri counties of Bollinger, Cape Girardeau, Iron, Madison, Perry, St. Francois, Ste. Genevieve, and Washington.
EMAA is a not-for-profit Missouri corporation governed by a 24-member Board of Directors. Each of the eight counties included in the primary EMAA service area is represented by one board member from the public sector and one board member from the low-income sector. In addition, eight Board members are selected from the private sector and represent the eight-county service area at large. The Head Start Policy Council Liaison to the Board is included in the number of private sector representatives and represents the entire service area.
With a staff of more than 225 full- and part-time employees and a budget of nearly $17 million annually, EMAA provides services to more than 18,000 low-income individuals every year.

Notes:
Through the Community Services Department, EMAA provides assistance to low-income individuals and families in our service area via five basic program components: Family Intake, Assessment and Referral, Community Outreach, Emergency Assistance, Family Support, and Self-Help Programs. Service delivery is facilitated through Community Service offices located in each of the eight counties served by EMAA. Staff and volunteers in each office refer individuals and families to appropriate EMAA programs as well as to assistance provided by other social service organizations in the area. Over 15,000 persons receive service each year through EMAA's Community Service Programs.
...........EMAA's Community Services include an in-home family support program designed to assist troubled families in moving toward self-sufficiency. It assists in motivating participants in developing plans to further their education and employability.
...........Another component of EMAA's Community Services provides private sector and federal surplus food to low-income elderly individuals who need the food to supplement their diets. Privately-donated food is also available for needy families. Emergency food is distributed primarily through a network of food pantries established by local churches in cooperation with EMAA and the Emergency Food and Shelter Program.
...........The Low-Income Home Energy Assistance Program (LIHEAP) is administered as part of EMAA's Community Services Department and is a federally funded program. The LIHEAP program has two components: Energy Assistance (EA) which is designed to assist low-income people with their heating bills. The applicant must meet income guidelines and be responsible for their heating bill. Energy Crisis Intervention Program (ECIP) is designed to alleviate crisis situations such as mid-winter utility shut-offs. Dollar More, "Round-UP" and Dollar Help are privately funded emergency energy programs sponsored by the customers of Ameren UE, Citizens Electric and Laclede GAS, respectively.
...........Another Aspect of EMAA's Community Services is known as Coordination and Resource Development (CRD). Through this component, EMAA develops, with the cooperation and assistance of other community resources, new programs to bridge gaps and eliminate overlaps in services identified by EMAA and other area human services organizations.
...........Missouri Housing Trust Fund and FEMA Emergency Food & Shelter programs assist low-income families in a variety of crisis situations relating to basic needs.
The Community Services Department also operates the River Hills Restaurant project which is designed to train and employ low-income individuals in the service area.
The River Hills Commercial Kitchen is a part of the River Hills project. The shared use commercial kitchen provides the use of space and equipment at a reasonable rate for entrepreneurs who are trying to develop or expand their commercial food businesses.
