Dignity, Respect, a Safe Place to Live
Harbor Homes serves more than 1,000 clients annually, about half are residential. We serve homeless men, women and families, people living with mental illness and veterans (male, female and family members), HIV/AIDS patients and family members, people overcoming substance abuse, low-income individuals and families, and housebound/disabled senior citizens.
Our Mission
To create and provide quality residential and supportive services for individuals, and their families, with mental illness and/or experiencing homelessness.
We offer a variety of residential housing programs with varying degrees of independence to meet the individual needs of residents. Supplementing the housing component, integrated supportive services are based on the individual needs of clients. We also provide non-residential programs designed to empower individuals towards recovery and integration in our community.

Emergency Housing Program
Emergency Shelter (est. 1989) A 26 bed shelter serving over 150 individuals and families annually, residents are provided secure accommodations in a homelike atmosphere. Residents can stay up to 24 months, but with support from staff many transition to more stable long-term housing within six months.
Transitional Housing Programs
Safe Haven (est. 1995) A 5-bedroom residence designed to engage homeless persons currently not receiving mental health or support services, Safe Haven is often the first connection for clients who have been living on the streets. Harbor Homes’ Safe Haven was the first HUD funded Safe Haven in New Hampshire.
Veterans F.I.R.S.T. (est. 2003) Serves up to 40 honorably discharged homeless veterans and their families. Offers veterans up to 24 months to gain the skills and self-confidence necessary to live independently.
Permanent Housing Programs
Each year over 250 clients and their families reside in Harbor Homes’ permanent housing programs. These long-term, affordable housing units include individual apartments and condominiums with varying levels of support and supervision. Most residents in the permanent housing programs are living with severe, persistent mental illness; are afflicted with HIV/AIDS; or are recovering from substance abuse.

Affordable Housing Programs
A rental assistance program funded by HUD for seventy-five (75) vouchers to enable lowincome persons with disabilities to rent affordable private housing of their choice.
Supportive Services
Supplementing the housing component, integrated supportive services are based on the individual needs of our clients. Services may include:
Healthcare for the Homeless •Crisis Management • Life Skill Development • Medication Monitoring • Financial Management • Symptom Management • Coping Skills • Conflict Resolution Development.
In addition, clients are assisted coordinating and accessing mainstream and community resources, and medical services they may require.
Nonresidential Programs
Harbor Homes is committed to providing non-residential programs designed to empower individuals towards self-sufficiency and integration in our community.
Connections: A Peer-Support Resource and Activity Center providing training opportunities, mentoring, group support, and skill development.
S.C.O.A.P (Social Club Outreach Activities Program): A recreation and educational activities program designed to encourage socialization building self-esteem.
E.S.P. (Employment Services Program): Designed to build job skills and self-esteem
