These are notes devised after reading GoPetition and other petition sites's privacy policies.

Online Petitions are a useful tool for organizing and adovocating. But people should be aware of the dangers of participating. Contact information and identity information is spread widely and can be abused.

In the opinion of the people maintaining this page, Petition sites should:

- allow you to control your personal information, including the option to have your contact information forwarded to both the petitioner and/or the petition's target. Be aware that by giving permission for forwarding of the petition and your private information, that despite all attempts at spreading ethics wide, that the target and/or the petitioner may not adhere to strict ethical privacy policies, including use of search engines, etc (see more info way below about how far your contact information could go, if you give it to a petitioner site). Be aware that your personal information will then be in possession of folks who may spread your contact information and the fact that you signed the petition.
- allow you the ability to opt out of displaying your name on its site
- allow you to "wipe" your account of all history *
- store your information securely
- notify of changes to privacy policy either by email or on the login page
- give people at least a month to opt out, before changes go into effect
- require petitioners to agree to not share your email and/or contact information without your specific opt-in permission
- require petitioners to agree to not display your contact information without your specific opt-in permission
- require petitioners to agree not to email you about anything other than the petition, and an offer to email you about other things. If you decide no, the petitioner should not email you about anything else.

Petition sites should NOT

- email you anything unrelated to the transaction, including advocacy emails or advertisements unless you OPTED IN for such. Emails related to the transaction may be things like a signature receipt by email that confirms that you have signed the petition. The receipt should provide information about how to edit and manage your signature.
- give, sell, or share your email and/or contact information with anyone but who you give the site permission to share it with. This limitation should include the petitioner and the target of the petition, should you wish to exercise that limitation. The option to share should be an OPT-IN option.

* BE AWARE...what a petition site can NOT do if you wipe the history is take back that they've already given your information to someone else who has probably given it yet to other people.

A good petition site should conduct quality control of a signature list to help ensure that only one person signs each petition. From the GoPetition site: "This is important to maintain high standards of signature list integrity. Quality signature lists promote quality petitions and successful campaigns." While you can not guarantee that a site actually does that. It helps to know that a site actually is aware that they should do it.

These warnings about contact information use from GoPetition seem worth repeating:

"Please note that search engines such as Google and Yahoo may be able to view your signature and signature comment and may index your signature and signature comment (if made). You may prevent indexing by cloaking your signature with an "Anonymous" designation and by "hiding" your comment. GoPetition members may now edit their signatures (including comments) to encourage or hide from search engine exposure. For information about how to edit your signature please read our FAQ."

"If you use the facebook comment facility on any petition then your name and facebook photo may appear on the GoPetition site. GoPetition uses a facebook plugin for the facebook comment facility. GoPetition does not guarenatee that attempts to edit facebook comments by users of this facility will result in the desired editorial results. Any use of the facebook comment facility is at the user's own risk."

"GoPetition generates signature maps powered by a special application of Google Maps known as MarkerClusterer. This software collects signature markers into different clusters and displays the number of markers in each cluster with a label, creating new clusters as the map zoom level changes. Signature maps at GoPetition can be used for a variety of purposes, electoral and otherwise. Maps at GoPetition do NOT label any particular signer, nor are they intended to. The maps are simply designed to give a geographical overview of supporter interest. You should be aware that any geographical information you provide may be used to generate maps at GoPetition."

"GoPetition uses the services of Google and ValueClick advertising.

* Google, as a third-party vendor, uses cookies to serve ads on this site. Specifically Google uses the DoubleClick DART cookie.
* Google's use of the DART cookie enables it to serve ads to our users based on their visit to our sites and other sites on the Internet.
* Users may opt out of the use of the DART cookie by visiting the Google ad and content network privacy policy."

"Signatures will include the signer's IP address which will be available to the author and GoPetition administrators for security reasons. Other information provided to GoPetition in the signature process will be treated according to international standards."

"GoPetition provides personal data access rights to all signers and others who leave personal information on the GoPetition website. GoPetition respects the data access rights of those who entrust information to the GoPetition website. GoPetition complies with International protocols in this regard. International standards allow for small administrative fees to be applied in some cases where records are requested or edits requested in relation to personal records."

It is worth nothing that we, maintainers of this page, do not promote the use of private information in the ways quotes in the above paragraphs. But we recognize that our standards for privacy may be more demanding than "the average consumer" who doesn't care if Facebook, Google, and the rest use their private information in various ways. We are just compelled to inform you of our issues, in case you want to be careful, and in case you are trying to practice ethical constructs to respect privacy, beyond what little protections the law provides.

Further, when sending on a petition to someone/anyone, we hope that you will include a disclaimer which highlights these issues. Something like:

BE AWARE that while online petitions are a valuable organizing tool, by participating in the petition, you should be conscious of how far your contact information and preferences are likely to travel. Unless the site offers ways to limit dissemination of your private contact information, it may be given to the petitioner, the target of the petition, the public, Google, Facebook and/or other advertisers and advocacy groups. And those who then access your contact information can and probably will do more with it beyond the destinations that are enabled by your opting in to the petition site. It is difficult or impossible to control what happens to information once it is provided to third parties that are not controlled by the privacy policy of the online petition site.
